El caos económico revelado por el Tribunal de Cuentas en Atarfe pertenece a la época del PSOE

Cuatro años no son suficientes para poner orden en las tropelías de 24 años.


Para el equipo de Gobierno de Por Atarfe Sí hacer una línea divisoria con la herencia recibida y el nuevo mandato era de vital importancia. Por eso, nada más tomar posesión en 2015, solicitó a la Cámara de Cuentas que realizara una Auditoría, pues éramos conocedores de múltiples irregularidades y de una enorme deuda que no había aflorado. Dicha petición no fue atendida. En el 2017 la Cámara audita las Cuentas, señalando en su Informe graves irregularidades de años anteriores. Si se lee completo el Informe de la Cámara de Cuentas también explica lo qué estaba haciendo el PASI para cambiar esa situación.

En contraste, las informaciones que han aparecido en algún periódico provincial hace un totum revolutum, desvirtuando el contenido del Informe:

Resulta, absolutamente incomprensible, que le endosen al PASI el pasado corrupto que encontró al llegar al Gobierno municipal.

Es necesario, por tanto, hacer algunas puntualizaciones a las noticias periodísticas aparecidas sobre el Informe de la Cámara de Cuentas, que no se atienen a la veracidad de los contenidos de dicho informe En cuanto al personal, la Cámara señala:

  • La existencia de 86 trabajadores indefinidos no fijos.
  • El Catalogo de Puestos de Trabajo, aprobado en 2002, no cumple los requisitos
    legales.
  • No hay criterios objetivos para la percepción del complemento de productividad.


Estos trabajadores son, prácticamente, toda la plantilla municipal heredada.

Durante los 24 años de los gobiernos de Víctor Sánchez y Tomás Ruíz Maeso del PSOE no hubo procedimientos selectivos y la contratación fue a dedo. No había relación de puestos de trabajo. Existían diferencias importantes en las retribuciones de la misma categoría laboral a través de complementos de productividad asignados por la voluntad del alcalde. Complementos que se consolidaron como salario del trabajador por el tiempo transcurrido y por ser percibidos como cantidad fija mensual. En los estudios previos de la Relación de Puestos de Trabajo aprobada en el Gobierno del PASI, se identificaron 45 categorías profesionales diferentes. El poder unipersonal arbitrario y corrupto de los alcaldes anteriores al PASI para decidir el acceso laboral y las diferencias salariales entre trabajadores que realizaban la misma función, tenían una razón política clara: tejer una red clientelar de fidelidades sin fisuras, atenazar a través del temor y las prebendas a la plantilla municipal y a sus familias. Además, la plantilla, en vez de crecer con el aumento de población, se iba reduciendo al no sacar plazas nuevas ni cubrir las existentes. Si comparamos la
plantilla del Ayuntamiento de Atarfe con la de otras corporaciones con poblaciones similares, Atarfe tiene solo un tercio de los trabajadores que los otros ayuntamientos. No tener funcionarios y no contar con el personal necesario les permitía tener las manos libres para, sin estructura ni procedimientos administrativos, llevar a cabo todos los desmanes en todos los ámbitos:
urbanismo, economía, cultura, servicios sociales…

¿Qué hizo el equipo de Gobierno del PASI?

  • Todos los trabajadores que accedieron a un puesto de trabajo en su mandato, lo fue a través de un procedimiento selectivo-oposición, siguiendo los criterios de mérito, publicidad y concurrencia. Se sacaron todas las plazas que habían quedado vacantes y que no fueron amortizadas por los mandatos anteriores.
  • Se hizo y se aprobó una Relación de Puestos de Trabajo (RPT) para ordenar y homogeneizar las categorías profesionales y las remuneraciones salariales de acuerdo con criterios objetivos, homogeneizando al personal laboral y funcionario. Esta actuación del Gobierno del PASI aparece como la solución idónea, necesaria y obligatoria en el Informe de la Cámara de Cuentas.


Esta Relación de Puestos de Trabajo RPT se aplicará en el momento que tenga consignación presupuestaria. Dicha consignación se llevó a Pleno en los presupuestos del 2019 que no fueron aprobados porque la oposición-pinza formada por PSOE, PP y Ciudadanos votaron en contra y nuestro gobierno era minoritario. Esta RPT era el primer paso para regularizar la situación del personal, el segundo paso será un proceso de consolidación para los trabajadores contratados con anterioridad a 2005.


La aplicación de la RPT era y es de vital importancia. Si el Presupuesto se hubiera aprobado, debido a la situación excepcional de partida, era muy probable que hubiera salido adelante, a pesar de las restricciones impuestas por el Gobierno Central del PP para los incrementos presupuestarios en el capítulo de Personal. Así pues, la aplicación de la RPT, sigue siendo una asignatura pendiente para el nuevo gobierno del PSOE y una de las obligaciones indicadas como prioritarias por la Cámara de Cuentas. Dos años después, sería lógico, que finalmente se aplique, y cumpla su compromiso este mismo año. Es otra injusticia que el PP, que votó en contra de la RPT, nos meta ahora en el saco de la corrupción. Respecto a los 56 trabajadores temporales pese a no acreditarse la situación
de excepcionalidad. Estos trabajadores provienen de la empresa municipal Proyecto Atarfe y de la Comunidad de Bienes que llevaba Ayuda a Domicilio.

  • El Juzgado de lo Social obligó al Ayuntamiento a integrar a los trabajadores de Proyecto Atarfe como trabajadores municipales.
  • Las trabajadoras de Ayuda a Domicilio eran autónomas integradas en una Comunidad de Bienes que gestionaba, sin ningún tipo de contrato, la Ayuda a Domicilio con los gobiernos del PSOE. La Cámara de Cuentas lo analiza de forma pormenorizada y fecha esta ilegalidad en el período anterior.
  • Cuando el Gobierno del PASI estaba regularizando esa situación anómala y se estaba realizando un concurso-oposición para municipalizar el Servicio de Ayuda a Domicilio, la responsable política de estas irregularidades propició, de forma maliciosa, una denuncia ante la Inspección de Trabajo, que obligó al ayuntamiento a integrarlas como trabajadoras por su condición de falsas autónomas y a pagar 1.400.000 por las cuotas de la seguridad social. Afortunadamente, la Inspección de Trabajo, no impuso ninguna multa porque quedó acreditado que la Ayuda a Domicilio estaba en proceso de regularización.

Respecto a la Deuda

La Deuda generada por los gobiernos de Sánchez y Ruiz Maeso rondaba los 80 millones de euros. El PASI empezó a pagarla, pues el anterior gobierno había disfrutado de una moratoria. En los 4 años de su gobierno pagó 18 millones de Euros de esa deuda heredada. El error en la contabilización de 12,4 millones de deuda no significa que esa deuda no constara, pues la Cámara de Cuentas indica, también, que el PASI solicitó al Ministerio de Hacienda acogerse al Fondo de Ordenación por valor de 14.791.198€ para refinanciar esa deuda y otras derivadas del impago de las obras del Corredor verde, la carretera de los tres Juanes y la Plaza de toros. En su día, ya el PASI tuvo que soportar la calumnia incalificable de transferirle la responsabilidad de un aumento de la Deuda contraída al aflorar ésta. En definitiva, el PASI se vio obligado a pagar los desafueros de la corrupción generalizada en las obras que dieron esplendor a la etapa de Sánchez y Ruíz Maeso, y al mismo tiempo, también, que le imputaban las deudas que iban aflorando. Está claro que la pinza formada por PSOE-PP y Ciudadanos no tuvieron ningún escrúpulo en mentir y calumniar a sabiendas a PASI. Otras Deudas se han pagado durante el Gobierno del PASI y se están pagando ahora, a través de acuerdos y no constan como deuda financiera porque no se solicitaron préstamos para hacer frente a ellas (Deuda con Resur, con el Consorcio de Transportes, con propietarios de terrenos.)


Respecto a las empresas municipales con pérdidas


Desde el inicio del gobierno del PASI, se inició la liquidación de las dos empresas municipales con pérdidas: Proyecto Atarfe y Centro de Transportes Atarfe-Vega Sierra Elvira. Actualmente están liquidadas. Cuando la Cámara de Cuentas hizo la auditoría eran empresas en liquidación. El proceso no fue inmediato ni fácil debido a la complejidad y al historial oscuro de esas dos empresas municipales. Respecto a la inexistencia de Inventario de Bienes y de Patrimonio Municipal de Suelo, durante el mandato del PASI, se elaboró y aprobó el Inventario de Bienes, en el que se incluye todas las propiedades del Patrimonio Municipal del Suelo. Por cierto, durante los mandatos de Sánchez y Ruíz Maeso se vendieron todas las propiedades del Patrimonio Municipal del Suelo. Lo único que quedó del Patrimonio, fueron las propiedades embargadas por el Banco de Santander, liberadas durante el mandato del PASI. La Prestación de servicios de la C.B. Martin Rubiño sin mediar contrato. Esa empresa estuvo encargada de la Recaudación, antes del año 2000. Es analizada por la Cámara de Cuentas al investigar un préstamo insólito y encubierto que todavía paga el ayuntamiento de Atarfe: 350 millones de las antiguas pesetas. Los auditores sabían que Por Atarfe Sí estaba poniendo orden en un ayuntamiento que no tenía estructura administrativa. Tenía una deuda acumulada ingente y no aflorada en su totalidad, contaba con una plantilla reducida y una estructura irregular nada acorde con las necesidades reales del municipio. Y con empresas municipales, como Proyecto Atarfe, que servían para sortear todos los procedimientos administrativos legales… eso sin contar, con una situación urbanística compleja y difícil de gestionar por las innumerables irregularidades urbanísticas que durante años hicieron que Atarfe fuera noticia en el peor sentido de la palabra. Por eso, es de vital importancia que los medios periodísticos vayan a las fuentes, hagan una información rigurosa y veraz, sepan distinguir las irregularidades graves de las menos graves y fechen los hechos acontecidos. Esperamos que la etapa de transición que inició Por Atarfe Sí para convertir el Ayuntamiento de Atarfe en un ayuntamiento bajo el mandato de la ley, continúe en la etapa actual de Gobierno, pues para transformar un ayuntamiento con 24 años de procedimientos ilegales no fueron suficientes los 4 años del PASI.
