Di No a las Torres- Caparacena puntualiza a la Portavoz del PSOE, del Ayuntamiento de Atarfe

El pasado día 3 de Febrero se discutía en el Pleno del Ayuntamiento de Atarfe la moción presentada por el Grupo municipal PASI, donde se proponía, solicitar a la Junta de Andalucía la paralización de la Línea 400 CaparacenaBaza y los proyectos asociados a ella. Esta moción fue rechazada al ser votada en contra por los concejales del PSOE, la abstención de PP, Vox y CS y solo el voto favorable de las concejalas de PASI y IU. La portavoz del PSOE expuso una serie de razones, que creemos han de ser puntualizadas.


1.- El PSOE en el Pleno afirmó que no era verdad que con esta línea se
beneficiaba al Capital privado accionista de Red Eléctrica Española. Argumentó que se benefician muchísimos ciudadanos, que mejorarían la
calidad de luz, muchos jóvenes que podrán asentarse en sus pueblos de
origen, habrá mejoras a nivel industrial y de transporte, se retomara el AVE
Granada- Almería parado por falta de energía en el norte de nuestra
provincia y zona oriental de Andalucía.


Si se analiza el accionariado de Red Eléctrica Española (REE), empresa
encargada de la construcción de la línea, un ejemplo más de las
privatizaciones del Estado de los años 90, solo queda en su accionariado un
20% de capital público (SEPI), triplicando la participación el capital extranjero 67% (entre los inversores están con mayor Capital los grupos financieros HSBC, UBS, seguidos de Blackrock, BNP Paribas, Capital Research and Management Company, Deutsche Bank, First Eagle, JP Morgan, Lazard, MFS, Talos Capital, Goldman Sachs y Children Investment Fund Management). Eso sí, es un ejemplo de empresa con puertas giratorias ya que por su Consejo de Administración han pasado varios antiguos ministros socialistas y altos cargos del PP.


2º. La portavoz del PSOE afirmó que tenía todos los permisos en regla,
aunque reconoció que la Autorización Ambiental había sido aprobada en
Septiembre de 2020. Una de las quejas común en todas las actuaciones de la
Compañía es que impone la construcción de la Red de Alta Tensión a través
de hechos consumados y otras prácticas poco éticas, usando sus lobbys de
presión frente a las instancias gubernamentales (Gobiernos autonómicos,
Estado español y Unión Europea ) Eso, también ha sucedido con la línea 400.
Se inició en Diciembre de 2019, sin permisos, y éstos se aprobaron a
posteriori en Septiembre de 2020, cuando la obra iba viento en popa. Por
consiguiente, sí era cierto que la empresa actúo sin tener aprobada la
Autorización Ambiental Unificada. Algo de vital importancia es mejorar el
proceso de evaluación ambiental que debería ser externo e independiente,
ya que su capacidad para anticipar el impacto real de los proyectos ha sido
cuestionada en numerosas ocasiones. Más, como en este caso se aprueba
para legalizar obras que han sido hechas de antemano.
En cuanto a la mejora de cantidad y calidad de la electricidad, la línea 400 es de transporte y evacuación de la energía. Eso quiere decir que los problemas de cortes y suministro de electricidad dependen de Endesa y las líneas de distribución por lo que nada de eso mejorara en las zonas afectadas con la línea 400. Sirva como ejemplo Caparacena con el paso de 4 líneas de alta tensión, rodeada por 80 torres, una subestación a 500m del casco urbano y llevamos 30 años con cortes y microcortes. Todos los estudios realizados en zonas donde se han desarrollado proyectos
similares indican que son un motivo, no de asentamiento de la población,
sino al contrario de despoblación. El transporte eléctrico es un sector
absolutamente tecnificado que apenas emplean mano de obra y en su
construcción inicial lo están haciendo con trabajadores ucranianos (mano de obra barata) traídos expresamente para eso. En Caparacena en 30 años no han generado ni un solo puesto de trabajo.

3.- La portavoz del PSOE afirmó que la Línea 400 se aleja de los núcleos
urbanos 1 Km y no afecta de manera directa a Caparacena, pues sale hacia el norte. No pasa por el Geoparque para nada. Bien en Caparacena se amplía la subestación, triplicando su capacidad, situada a 500 m del casco urbano y superando ya en espacio a este. Y sobre el Geoparque solo hay que mirar los mapas y el paso de la línea. Si alguien se da un paseo por la zona se verá donde están situadas ya las torres de 80 m de altura.

4.- Por último, para rebatir otro modelo de renovables basado en el
autoconsumo, la portavoz del PSOE afirmó que en Caparacena viven
personas muy mayores y las casas son muy antiguas, por lo que poner placas en los tejados sería muy costoso. Para gestionar y gobernar un municipio es bueno conocerlo y más cuando se responde a propuestas. En Caparacena, de las 30 viviendas que hay ocupadas permanentemente 28 tienen tejados nuevos. Hay otras 22 viviendas ocupadas temporalmente, o de segunda residencia, con los tejados nuevos o en perfecto estado. Y sí, hay 7, con tejados antiguos o en mal estado.

El Movimiento Di no a las Torre está de acuerdo en hacer una transición
energética de los combustibles fósiles a las energías renovables, pero no así.
Lo que está sobre la mesa es qué modelo de implantación de renovables será el que prospere para hacer la transición energética en España. El PSOE
deberá optar:
• O por el modelo centralizado en manos de las grandes multinacionales,
de desarrollo masivo, sobredimensionado y con instalaciones a gran
escala sin planificar y sin ningún tipo de límites legales lo que comporta
graves daños para el equilibrio y cohesión del Territorio, para la
biodiversidad y para el desarrollo local.
• O apuesta por la generación distribuida y las pequeñas instalaciones
renovables que permiten una mayor compatibilidad con la ordenación
del territorio por su proximidad a los centros de consumo. Junto a
políticas efectivas de ahorro y eficiencia energética
A este respecto cabe destacar la llamada de atención realizada por 250
científicos que argumentan cómo el desarrollo de renovables a gran escala
(eólica y fotovoltaica), tal y como se viene desarrollando y potenciando en
España, puede suponer una pérdida de biodiversidad irreversible con unas
consecuencias impredecibles. Ante esta situación, este prestigioso colectivo
científico aboga por realizar una adecuada planificación en el desarrollo de
las energías renovables. Afirman que la transición energética debe abordarse a través de un ambicioso plan orientado a la reducción de las necesidades de la sociedad y a la implementación de prácticas dirigidas a la gestión de la demanda que reduzcan las necesidades netas de potencia de generación y que acerquen las fuentes de producción a las de consumo, evitando el transporte innecesario de energía.
